The cattle boom post war made Cowboys an important profession in the US, and in the shadows there was an organisation called the Herd, a secret group of cow herders, or cowboys, with quite a few magic folks among their ranks, who had steadily grown to a proper spy organisation and who made it their purpose to not let anyone use magic for their own, corrupt purposes.
After the civil war had ended, they wanted to celebrate, but when a rumour of a book surfaces with information on how people without special powers could practice magic, they are forced to show themselves to the military, and make them burn it before anything happens.
When the military betrays their truce, a mission is set in motion to destroy the book once and for all.
