Tara Winter, daughter of General Winter and leader of The Order, was raised in this system. She believes in it and she wants to help and protect the citizens as best as she can, no matter the costs, her moral code leading her through everything. Because in her mind, loyalty and doing the right thing are the most important things to exist. That is why she decides to become a The Order agent. But right after she finally is an agent and the thing that she supposedly wants most came true, a woman dies under mysterious circumstances.
